修复 auth 写入锁 stale PID 导致 setup 空等超时；主辅账号 setup 串行并延长超时，login 依赖 setup。同步用户/厂商/准入等 CSV·MD·spec·PO，移除 stat 调试 spec，补充离线全量脚本与 gate-stamp 目录哈希修复。

用户管理补充 20 条/页、列设置、授权弹框（账号一致、添加/移除）等用例与 PO；医共体对齐组合查询、分页、列设置与授权场景；CSV/MD/测试点与 generate-user-md 一并更新。

Center, consume, trace, recon, analytics, ops, and reagent pages were implemented but never entered the smoke suite, so Jenkins only covered part of the product.

Keep credentials, browser cache, and Cursor skills out of the repository so clones can run from .env.example and npm ci.
