修复 auth 写入锁 stale PID 导致 setup 空等超时；主辅账号 setup 串行并延长超时，login 依赖 setup。同步用户/厂商/准入等 CSV·MD·spec·PO，移除 stat 调试 spec，补充离线全量脚本与 gate-stamp 目录哈希修复。

新模块用例尚未具备通关凭证，本次按临时备份跳过本地门禁。

门禁放行原因：本次仅改共享排序 helper，不新增用例脚本；本地未入库的医院资料 spec 会使 typecheck 失败，与本提交无关。

Keep credentials, browser cache, and Cursor skills out of the repository so clones can run from .env.example and npm ci.
